I would like for Arcgis for AutoCAD 350 to auto-load when I open AutoCAD Civil 3D 2014 so I don't have to load it each time. How do I do this? I successfully did the auto-load for AutoCAD C3D 2012 with no problems.

The cause to this issue might be related to the fact that you're using a wrong version. The official website offers for downloading version from 2013 up to 2015. Access the page, then select the version of AutoCAD, architecture type and language. Secondly, the plug-in is available for the vanilla version of AutoCAD without Civil 3D installed. This could be a serious issue with the Civil 3D installed. Check the version of your AutoCAD then download the plug-in.
Nowadays I use Tools in ArcGIS. It's called COGO. I have a problem at one point: when I draw data, in the attribute field it appears: COGO Delta(55-39-11), it means 55 degree 39 minute 11 second. I need it look like this: COGO Delta (55°39'11") in order to show label 55°39'11".
The problem is that I can't label expressions to display labels 55-39-11 as 55°39'11".

The labeling procedure might be not so easy. There is an entire knowledge base around this procedure. Because of that I recommend checking the page with the guide. You can use the official one or the websites listed through Google Search. The official website should be enough to understand the way to do it.
No, ArcGIS is not free to use.
ArcGIS is not free to use. It offers a trial version, but a paid subscription is required for full access to its features.
